To unlock the skill line speak with Loremaster Celarus in the Ceporah Tower (Big Tower in the Artaeum Zone). You can only do that after completing the first quest in the Summerset main story, “The Queen’s Decree“. Loremaster Celarus will task you with completing your first quest for the Psijic Order, this gives you access to the Psijic Order skill line.
