Welcome to the Werewolf Build PvE “Claws” for Elder Scrolls Online. Make sure to bookmark the link as I will keep updating the build for each new Update of ESO. This build is optimized for Dungeons & Trials gameplay!

This page here is designed to hold the Werewolf PvE Build “Claws” for all classes. You will find different sections for each class, as you can see in the table of contents. You will see that the Gear is the same for all classes for a Werewolf setup, same for Champion Points. The main thing that changes with a different class is the human form aspects. Which means obviously each class has different skills and passives at their disposal, which I will showcase in the class section, so you know how to set your character up in human form. Werewolves are very powerful creatures, Werewolves got a major overhaul in the Wolfhunter DLC, making them a very viable option for damage setups in PvE. One of the biggest changes comes from the passive “Blood Rage” which now increases your time in Werewolf when you deal damage to an enemy. The biggest issue was always that we could not stay in Werewolf for long enough in PvE, this issue now got fixed with the change to the “Blood Rage” passive.

Changes from the previous version

No direct changes to the build itself, there were some minor changes to skills and sets though:

  • Infectious Claws:
    • This ability and its morphs now immediately apply the Diseased status effect to enemies hit, and do Disease Damage rather than a hybrid of Physical and Disease Damage.
    • Decreased the damage per tick of these abilities by approximately 10%.
      • Claws of Life (morph): This morph now heals for 100% of the damage caused, instead of 50%. This will still result in an overall reduction, since the base damage has been reduced.
  • Werewolf Transformation: Fixed many issues where this ability could persist without meeting the proper requirements.
    • Werewolf Berserker (morph): Decreased the damage per tick of the bleed applied from this morph by approximately 24%.

Blood Moon:

  • Increased the Light Attack damage bonus of this set to 55%, up from 30%.
  • Reduced the cooldown to 15 seconds, down from 18.
  • Your melee Light Attacks no longer need to be Critical Damage in order to generate a stack.


You will find 3 different setups here. Setup 1 is the preferred setup. For people that do not have all the gear yet can use the Setup 2 which is easier to obtain and beginners can use Setup 3.

  • Setup 1 is with Trial Gear
  • Setup 2 is without Trial Gear
  • Setup 3 is for Beginners

There are a lot of good Stamina Sets available, you can find more viable stamina dps sets in this Stamina DPS Sets Article. I also elaborate on specific sets that are often used in this article to give you a bit more insight as to why they are used.

Gear Setup 1

Selene vs Kena Monster Set: Molag Kena will result in slightly more dps as a Werewolf. However, the set is hard to sustain in human form, therefore you can also use Selene which both works in Werewolf and Human form and you only loose about 500 dps.

Werewolf Setup & Skills

Here you can find the Werewolf skills, keep in mind that the more Werewolves around you the better, because that will basically make your Werewolf timer run forever. Also, remember the main attack tool of Werewolves are Light Attacks, therefore you do not really use a lot of stamina and should have no sustain issues at all.

Skill Explanation

  • Light Attacks: Light Attacks are your main damage tool as a Werewolf, they do immense damage and also apply bleeding on the target.
  • Brutal Pounce: Only use this as a gap closer, other than that the damage is pretty weak.
  • Hircine’s Rage: This is your primary heal, the skill also applies Major Brutality to you, in case you do not want to use potions.
  • Howl of Agony: Only use this skill when enemies are set off balance, Light Attacks deal more damage in normal situations, if you use this too much you will loose too much stamina.
  • Deafening Roar: This ability fears up to 6 targets and applies Major Fracture.
  • Claws of Life: This is a very strong damage over time effect and also heals you. If you apply this to 3 or more enemies, you will gain a lot of healing on you.
  • Berserker: We choose this morph because the bleed we get deals a lot of damage.

Resource Management

As you only do Light Attacks most of the times to get as much damage output as possible, you do not use that much stamina. Now if you drop low, make sure to use a Heavy Attack once a while to regain a lot of stamina at once. Other than that you can also use Potions to increase the sustain.

The rotation is fairly simple, you just spam Light Attacks and reapply Claws of Life when it runs out. Also do NOT use the ability while the Blood Moon frenzied status is active, otherwise you will loose a bit of dps.

Class Skills & Passives

Here you can find the different Classes and how your skill layout should look like. You can always adjust it to your needs. I will also showcase you what type of class bonus will be active while you are in Werewolf form.

All Classes have a similar dps range. With Sorcerer and Templar being the slightly stronger once ahead of the other classes, but only by a very small margin.


Nightblades make pretty good Werewolves, not only can they sustain better than all other classes in human form, they also have better sustain in Werewolf form. Here you can find the Nightblade Werewolf build layout with both skills and passives.

Sorcerers have the strongest Werewolf dps due to the good class passives. They get 5% overall more physical damage from their passives. On top of that the Werewolf transformation costs less because of the Ultimate cost reduction and the abilities are slightly cheaper. Here you can find the Sorcerer Werewolf build layout with both skills and passives.

  • -5% cost on Stamina and Magicka abilities
  • -15% cost on Ultimate abilities
  • +10% Magicka Recovery
  • +5% Physical Damage
  • After blocking an attack, your next Health, Magicka, or Stamina Ability costs 15% less
  • Increases your damage done against enemies by 1% for every 10% current Health they have

Templars are also one of the top dps setups for Werewolves. They gain 6% extra weapon damage in Werewolf form and also have reduces Ultimate and ability cost. On top of that Werewolf Templars gain extra spell resistance and also can resurrect friendly players faster. Here you can find the Templar Werewolf build layout with both skills and passives.

  • +20% increased resurrection speed. Resurrected allies revive with 100% more health.

Dragonknights make the tankiest Werewolves. You gain 10% extra block mitigation and extra spell resistance. When you transform into a Werewolf you also benefit from the “Battle Roar” passive, instantly giving you resources back. And when you have a poison damage enchant on your weapons, you can also proc the “Combustion” passive to return extra stamina for you. Here you can find the Dragonknight Werewolf build layout with both skills and passives.

  • +10% Block Mitigation
  • +3300 Spell Resistance
  • Replenish 13,800 Stamina, Health and Magicka when transforming
  • Increases the damage of your Burning and Poisoned status effects by 50%. When you apply Burning to an enemy, you restore 500 Magicka. When you apply Poisoned to an enemy, you restore 500 Stamina. (Combustion Passive)
  • Elder Dragon increases Light Attack range by 2 meters

Wardens make good Werewolfs, even tho they do not have many passives that help them out. Werewolf Wardens are only slightly weaker than other classes (1-2k dps less). And the “Maturation” passive also helps your team mates, increasing the health of everyone by 10%. Here you can find the Warden Werewolf build layout with both skills and passives.

Necromancers do good damage as Werewolf and they have some nice passives that work along with it. However, most of the damage focused passives of the Necromancer will not be active in the Werewolf form because they require Necromancer abilities slotted. You could also slot Pummeling Goliath on the back bar so you can either decide to transform into a Werewolf or a Goliath which is pretty cool!

  • 10% more damage with damage over time effects.
  • Whenever an enemy you are in combat with dies within 28 meters of you, restore 200 Magicka and Stamina.
  • 1250 Max Health.
  • While you have a negative effect on you, your Healing Done is increased by 8%.

Important Info for Werewolf Build PvE


As a Redguard/ Woodelf you can use the blue food, for all other races I would recommend the Artaeum Takeaway Brooth to get better sustain.
